FUTURE OF CARE: Care England chief highlights ‘critical year’ for social care : Care Home Professional

Care England CEO, Professor Martin Green OBE, has said social care faces a “critical year” in 2020 during an address to a major conference.

Speaking at yesterday’s Future of Care event at The King’s Fund, Martin said 2020 also could be a “year of opportunity” for the sector.

The Care England CEO said there was urgent need to align commissioning and policy in the sector, adding it was “ridiculous” for politicians to talk about integration and not develop a workforce plan for social care, including skills and competencies that were transferable across health and social care.

Care England submits evidence on social care workforce to migration advisory body : Care Home Professional

Care England, the largest representative body for independent adult social care providers, has submitted evidence to the Migration Advisory Committee (MAC) regarding its review of the salary threshold and points based system.

The MAC’s review follows concerns that a £30,000 minimum salary requirement for workers seeking five-year visas would have a devastating impact on the social care sector (see Fears expressed over ‘devastating impact’ of immigration changes on social care).

Professor Martin Green OBE, Chief Executive of Care England, said: “Social care staff are our most precious and important resource. Recruitment and retention of social care staff is a huge challenge which could be further exacerbated by the proposed rise in salary threshold.  The sector’s ability to adjust to such thresholds is extremely limited by the current underfunding which characterises the social care sector.”

Leaders give mixed reaction to extra £1.5bn for social care : Care Home Professional

The government’s social care plans have been met with a mixed reception following yesterday’s Spending Round announcement by Chancellor Sajid Javid.

Javid pledged that £1.5 billion would be provided for local councils in a bid to help “stabilise the system”, including a 2% council tax precept used to raise £5 million.

Professor Martin Green OBE, chief executive of Care England, said: “If the Chancellor had neglected social care in his Comprehensive Spending Review it would have morphed into an incomprehensive spending review as it is essential to set the books straight for social care.

From Deprivation of Liberty Safeguards to Liberty Protection Safeguards-Get ready | Care Industry News

Care England, a representative body for independent providers of adult social care, has disseminated a paper to its members outlining the changes in Liberty Protection Safeguards encompassing the process and timings of the changes to the legal framework and practice and how the sector can prepare for the LPS.

Professor Martin Green OBE, Chief Executive of Care England, says:
“After a bumpy ride through Parliament, the Mental Capacity Amendment Act received Royal Assent last month whereby Liberty Protection Safeguards will replace Deprivation of Liberty Safeguards in October 2020. With many changes afoot it is important that the sector is up to speed”.

There are a number of concerns, for example, the backlog of DoLS and forthcoming Impact Assessment and Care England will continue to work with DHSC to try and forge the best way forward. It is expected that the Draft Code of Practice will go out to public consultation in the autumn.

Martin Green continues:
In preparation, we suggest that members start collecting assessments of capacity to make various decisions, perhaps done by social workers or doctors, in particular about the capacity to decide where to live, or make decisions about whether to consent to or refuse treatment or care interventions.  Also, members should collect any assessments and diagnoses of a mental disorder, such as dementia, learning disability or brain disorders caused by organic illness or injury”.

Independent care sector overlooked in NHS Long Term Plan | Care Industry News

Care England, a representative body for independent providers of adult social care has expressed disappointment that social care has once again been overlooked.

Responding to NHS England’s consultation on the NHS Long Term Plan Legislative Changes Professor Martin Green OBE, Chief Executive, Care England says:
“I struggled to find even one reference to independent sector providers within the NHS England consultation document. To have a truly joined up health and social care system this doesn’t bode well. Care England is keen to ensure that the fundamental importance of social care in delivering the NHS Long Term Plan is recognised and supported”.

NHS England has been consulting on the NHS Long Term Plan Legislative Changes https://www.engage.england.nhs.uk/survey/nhs-long-term-plan-legislation/ Care England urges NHS England to share the findings with the DHSC and Commissioners in order to reduce the disparity between health and social care. They are two sides of the same coin.
